Oldham Parent Carer Forum have a team of volunteers who work with individual parents and carers as well as local support organisations and partners to ensure that the voice of parents and carers of children and young people with additional needs and/or disabilities (Aged 0-25), in Oldham is placed at the centre of the design and delivery of local services, policies and practice.
This involves working across Education, Health, Social Care and the Voluntary Sector in Oldham sharing the collective experience of families, influencing change and ultimately contributing to improved outcomes and opportunities for children and young people who have, or may have, additional needs and/or disabilities.

Speech, Language, and Communication Needs Steering Group
This group monitors identifying need and delivery of universal, targeted and specialist provision, including ELSEC (Early Language Support for Every Child.) ELSEC is part of the Change Programme work.
This group is chaired by a parent representative.
This group reports to the Local Inclujsion Partnership (LiP) Programme Board.
Preparation for Adulthood Steering Group
This group has oversight of key areas of transition. Responsible for delivery of national and local PfA (Preparation for Adulthood) outcomes.
Reports to the Local Inclusion Partnership (LiP) Programme Board.
Joint Commissioning & Sufficiency Partnership
This group has oversight of provision and ensures this is reviewed.
This group reports to the Local Inclusion Partnership (LiP) Programme Board.
Early Identification & Intervention Partnership
Management and oversight of the workstream includes the Delivering Better Value Programme.
This group is chaired by an Executive Headteacher of a Specialist Secondary & Post 16 provision.
This group reports to the Local Inclusion Partnership (LiP) Programme Board.
Quality Assurance & Performance Group
Manages and identifies key performance indicators related to SEND & Inclusion Improvement Programme.
Monitors quality of key aspects of statutory process including EHCP’s and annual reviews.
Monitors quality of SEND & Alternative Provision (AP) provision and Change Programme Partnership. (CPP)
This group reports to the Local Inclusion Partnership (LiP) Programme Board.
Local Inclusion Partnership Programme Board
Programme chairs and leads report on progress against workstreams and infrastructure priorities.
- Monitoring of key grant funded projects;
- Delivering Better Value in SEND (DBV)
- Change Programme Partnership (CPP)
- Early Language Support for Every Child (ELSEC)
This group is chaired by a parent representative.
This group reports to the Local Inclusion Partnership (LiP) Forum and escalates to the Local Inclusion Partnership Executive Board.
Local Inclusion Partnership Forum
Representatives from across the local area partnership which includes education, health, care, parent carer forum, and young people monitor progress of improvements related to the SEND & Inclusion Strategy.
Reports to the Programme Board for items that require noting or escalation.
Provides a forum for bringing key messages related to challenges from across the sector.
Ownership of the SEND & Inclusion Improvement Programme (SEND&IIP) which incorporates actions delivered through the workstreams.
Local Inclusion Partnership Executive Board (Statutory)
Senior strategic board for key responsible organisations.
Decision making capacity regarding resources, strategy and improvements.
Ownership of the Local Area Inclusion Plan (LAIP) which incorporates high level strategic actions.
This board is Independently Chaired by Dame Christine Lenehan.
SEND and Inclusion Strategy 2023-2027
